Assembly of European Regions’ members join forces to pursue the Eastern Partnership Initiative beyond 2014




Dnipropetrovsk (UA), 26 April 2013


The Assembly of European Regions (AER), together with the Ukrainian Region of Dnipropetrovsk, organised yesterday a conference which gathered 150 European, national and regional political representatives. The purpose of this gathering was to discuss how interregional cooperation can be boosted in the context of the ‘Eastern Partnership’, the Eastern dimension of the European Union Neighbourhood Policy (ENP). The conference also looked ahead at the 3rd Eastern Partnership Summit to be held in Vilnius (LT) in November this year to raise awareness about the future of the Eastern Partnership.

Participants adopted a Statement in which they urge European and national leaders not to miss the opportunity to reinforce the Eastern Partnership during the forthcoming Summit: the Eastern Partnership initiative, as the Eastern dimension of the neighbourhood policy, should absolutely be further developed as a priority of the EU foreign policy. 

AER also ask for the full recognition of the role regional governments play in implementing the goals of the Eastern Partnership road maps and action plans, as it is the regional level which is crucial when it comes to the socio-economic development of the territories. ”Since the early 1990s’, AER has established cooperation with regions of Eastern Partnership countries. We provide a platform for concrete cooperation between regions, including the exchange of know-how and good practices, the promotion of good governance, and people to people exchanges,” stated Mrs Hande Özsan Bozatli, President of AER Committee on Culture, Education, Youth and International cooperation. “We invite the EU to benefit of our long experience and we put our network at its disposal to further develop the regional dimension of the Eastern Partnership Initiative” she added.

The Head of Dnipropetrovsk region Dmitriy Kolesnikov defended that this AER meeting in Dnipropetrovsk,  granted the regions with the opportunity to better understand each other and reinforce the links between them. “The exchange of knowledge through a platform such as AER accelerates the integration process between regions from the Eastern Partnership and the EU. I’m convinced that this was an excellent opportunity to discover Dnipropetrovsk and to have a fresh look at Ukraine. Moreover, it will allow to expand cooperation in social, cultural and educational matters”.

True to its will to lead concrete action, AER is organised today, in cooperation with the Region Dnipropetrovsk, a partnership fair where all participating regions will have the opportunity to network and initiate common projects.

Les membres de l’Assemblée des Régions d’Europe unissent leurs forces pour poursuivre l’initiative du Partenariat oriental au-delà de 2014

L’Assemblée des Régions d’Europe (ARE), en collaboration avec la région ukrainienne de Dnipropetrovsk, a organisé hier une conférence qui a réuni 150 représentants politiques européens, nationaux et régionaux. Le but de cette rencontre était de discuter sur la façon dont la coopération interrégionale peut être stimulée dans le cadre du « Partenariat oriental », la dimension orientale de la politique de voisinage de l’Union Européenne (PEV). La conférence s’est également penchée sur le 3e Sommet du Partenariat oriental qui se tiendra à Vilnius (LT) en novembre de cette année afin d’attirer l’attention sur l’avenir du partenariat oriental. 

Les participants ont adopté une déclaration dans laquelle ils exhortent les dirigeants européens et nationaux à ne pas manquer l’occasion de renforcer le partenariat oriental lors du prochain Sommet : l’initiative du Partenariat oriental comme dimension orientale de la politique de voisinage doit absolument être développée comme une priorité de la politique  étrangère de l’UE. 

L’ARE demande également la pleine reconnaissance du rôle que jouent les gouvernements régionaux dans la réalisation des objectifs de la feuille de route du partenariat oriental et des plans d’actions. En effet, le niveau régional est crucial quand il s’agit de développement socio-économique des territoires. « Depuis le début des années 1990, l’ARE a établi une coopération avec des régions de pays du Partenariat oriental. Nous fournissons une plate-forme pour une coopération concrète entre régions, y compris l’échange de savoir-faire et de bonnes pratiques, la promotion de la bonne gouvernance et les échanges entre citoyens » a déclaré Madame Hande Özsan Bozatli, Présidente de la Commission Culture, Education, Jeunesse et Coopération internationale de l’ARE. «Nous invitons l’Union européenne à bénéficier pleinement de notre longue expérience. Nous mettons notre réseau à sa disposition pour développer davantage la dimension régionale de l’initiative du Partenariat oriental », a t-elle ajouté.
Le Chef de la région de Dnipropetrovsk, Dmitriy Kolesnikova souligné que cette réunion de l’ARE à Dnipropetrovsk a été l’occasion pour les régions de mieux se connaître et de renforcer leurs liens. «L’échange de connaissances par le biais d’une plateforme telle que l’ARE accélère le processus d’intégration entre les régions du Partenariat oriental et de l’UE. Je suis convaincu qu’il s’agit d’une excellente opportunité pour découvrir Dnipropetrovsk et d’avoir une nouvelle image de l’Ukraine. En outre, nous allons élargir notre coopération sociale, culturelle et éducative».
Fidèle à sa volonté de mener une action concrète, l’ARE organise aujourd'hui, en coopération avec la Région de Dnipropetrovsk, un salon du Partenariat où toutes les régions participantes auront l’occasion d’enrichir leurs réseaux et de lancer des projets communs.
